About the European Migration Network (EMN)

The objective of the European Migration Network (EMN) is to provide the Community, its Member States, and in the longer term the public, with objective, reliable and comparable information on the migration and asylum situation at the European and Member State levels. It is the EMNīs mission to overcome the often limited exchange of information between policymakers, state-run institutions, non-governmental organisations and the scientific community. It aims to achieve this by bringing together a variety of stakeholders at the local, regional and EU levels, who are active in the fields of migration and asylum, working with national authorities, or are representatives from academia and civil society.

The principal aim of EMNīs data collection is to develop a comprehensive online repository for data and information in the field of migration and asylum. The NCPs collect data and information such as legislation and case-law; contact details of researchers and research institutes, specialised institutions and organisations active in the fields concerned; and publications in the field of migration and asylum. This data and information is analysed, processed and introduced into the online EMN database.

The European Migration Network ensures the constant and quick exchange of information between various stakeholders and brings together diverse information sources on the national and European levels. For more information download the latest EMN Information Leaflet (pdf)...

A union-wide network of contact points

Currently, fourteen contact points are carrying out the tasks of gathering, regularly updating and analysing information and data on migration and asylum in the individual Member States. The Network operates under the responsibility of the European Commission (DG Justice, Freedom and Security) and in close co-operation with the Berlin Institute for Comparative Social Research (BIVS). National Contact Points contribute by setting up a systematic basis for monitoring the multidimensional phenomena of migration and asylum in the European Union, by covering the legal, demographic, economic, social and political aspects, and in identifying associated underlying causes.

Activities of the EMN Network Members
1. Documentation - The members of the European Migration Network draw together, analyse and regularly exchange data and information on specific topics in the fields of migration and asylum at Member State level. The assembled information is introduced into the online EMN information system. The EMN aims toward integrating heterogeneous information sources, compiling data and documents and distributing these to the participating Member States, represented by their respective NCPs and their partners. Since October 2004, the EMN has been working on the development of an EMN specific thesaurus and the corresponding glossary. Currently, information and data is collected, analysed and introduced into the data collection in the following areas: 

bullet

legislation and case-law on migration and asylum, paying special attention to the implementation of EU legislation at the national level;

bullet

recent and current publications in the fields of migration and asylum, for example, research studies, research reports, policy-related material, NGO publications, etc.; and

bullet

contact details of researchers and research institutes, specialised institutions and organisations on the national and European level dealing with migration and asylum matters.

2. Analysis and Research - The focus of the network is not primary research, since in most cases there is plenty of information already available. The analysis and research projects of the network include research reports, policy analyses and comments. The network has developed four basic research and analysis tools. 

EMN Research Study Projects offer a broad look into specific topics of current interest for the understanding of the migration and asylum situation in the European Union and its Member States.
Small Scale Studies aim to provide rapid responses to specific ad-hoc information requests.
Annual Policy Reports focus on current legislative and political developments in the Member States and examine the implementation of EU legislation at national level.
Contributions to the Public Annual Reports on Statistics in the field of Migration, Asylum and Return. The National Contact Points analyse and interpret the figures provided in the Eurostat Public Annual Report in the light of the political developments at Member State level, facilitating thus the comparison and interpretation of migratory trends.

3. Networking - To provide objective, reliable, comparable and comprehensive information on the migration and asylum situation in the 25 European Member States, contributions from a variety of actors operating on the local, regional, national, European and international levels are required.

On the national level, the EMN contact points aim to establish networks involving a variety of partners, ranging from research institutes, documentation centres and non-governmental organisations active in the field of migration and asylum to public authorities, ministries and national statistic offices. The national networks actively support the NCPs through their collection and continuous updating of information, as well as their contribution to selected research activities. The composition of the national networks reflect the aim of EMN to establish a non-exclusive platform that allows different voices to be heard.

The close linkage of the EMN to European and international institutions, organisations and networks working in the fields of migration and asylum is a key task in the establishment of the European Migration Network. First meetings with related European projects, networks and EU institutions took place in 2004, inter alia with the THESIM (Towards Harmonised European Statistics on International Migration) and CARIM (Euro-Mediterranean Consortium for Applied Research on International Migration) projects as well as with the EUMC (European Monitoring Centre on Racism and Xenophobia).

4. News - The EMN quarterly newsletter aims to inform the general public about current activities of the Network and its future projects. Furthermore, it reports on important developments, upcoming events and new publications in the field of migration and asylum throughout the European Union.

The EMN website

The European Migration Network (EMN) website provides information on the EMN, its National Contact Points and their activities. The website now also provides an opportunity for the public to download copies of reports compiled on a comparable basis by partners around Europe. The website will also provide access to a database containing a large amount of comparable information contributed by participating states. The migration/asylum information will include publications, case law, legislation and contact details. This section of the website is currently being tested with a view to providing access to the public.
